Description
The first component included a detailed review of the Armenian road sector, the development of a road sector map, and preparation of the investment program (including developing subproject selection criteria, the framework financing agreement and an institutional development plan). The second component includes numerous tasks, including the following: (i) conducting all necessary surveys for the project roads; (ii) preparing preliminary designs; (iii) preparing bills of quantities, unit prices, contract packages etc.; (iv) preparing detailed construction specifications; (v) preparing implementation/design and monitoring arrangements; (vi) justifying the project economically (including estimating project benefits); (vii) undertaking financial analysis for the project roads; and (viii) carrying out environmental, social and resettlement impact analysis and assessments.
