Description
The object of this study was to develop a plan for restructuring and revitalizing the railway by completing detailed studies that provide the basis of a business plan for a new corporate entity to be operated under commercial principles. To achieve the overall objective, PADECO:
- Prepared a restructuring plan for the entire railway sector;
- Defined the functions, power, and structure of the new railway administration within the Ministry of Transport;
- Developed a marketing plan for freight;
- Prepared a business plan for the railway;
- Developed a plan to rehabilitate the infrastructure;
- Prepared a plan for rehabilitation of rolling stock;
- Developed a plan to convert current accounting practices to one that is based upon international standards
