The project introduceｄ a Competency Based Training (CBT) model of training, using resources and experiences to Australia and other countries, to strengthen Technical and Vocational Training (TVT) so as to fit the labor market's needs. It was intended to be a practical approach to TVT reform results so one of the initial objectives is to set up a pilot program at one of the TVTO centers. The four main tasks implemented through the project were conduct of training needs assessment and analysis, setting up a model for setting competency standards and curriculum, conducting training monitoring and evaluation, and determining a suitable model for strengthening vocational training management. Local counterpart staff was sourced from central TVTO, the Instructors’ Training Center (ITC), Technical Vocational Training Centers (TVTCs), and also from industries.
