Description
PADECO was engaged to assist the Government in performing the following tasks: (i) review and update the Lifeline Road Network Program, including the overall financing plan and the Phase I core roads expected to be financed by ADB; (ii) formulate relevant technical, financial, and economic criteria for selection and appraisal of subprojects, including social and environmental criteria and the threshold of approval of subprojects by ADB; (iii) review and finalize the Phase I core roads subprojects prepared by the Government by ensuring technical, environmental, socioeconomic feasibility and compliance with relevant safeguards; (iv) assess the strengths and weakness of the Ministry of Transport and Communication and the Armenian Roads Directorate (ARD) in managing its road assets; (v) prepare a plan to develop ARD’s management capacity and increasing productivity; and (vi) prepare appropriate policies and reforms applicable and necessary to improve the road sector.
